Dubai, the glittering jewel of the United Arab Emirates, is witnessing a transformative shift in its real estate sector with the expansion of the Dubai Real Estate Broker Programme. Launched by the Dubai Land Department (DLD), this initiative is designed to empower Emirati citizens, equipping them with the skills and opportunities to excel in the property market, with a clear goal of increasing the percentage of Emiratis working in real estate brokerage to 15% within three years.

Surge in Participation and Success

As of June 29, 2025, the DLD has announced that registration is now open for Emirati citizens interested in joining the Dubai Real Estate Broker Programme. Interested citizens can register via a dedicated link on the DLD’s official website, where they will need to log in with their UAE Pass and request a training course. This follows a surge in interest since the program’s launch, with a significant number of citizens eager to enter the real estate brokerage sector.

The Dubai Real Estate Broker Programme has already exceeded expectations, achieving over 180% of its annual qualification target and facilitating property transactions worth more than AED 500 million through qualified Emirati brokers from its launch through April 2025. The program’s success is further evidenced by the licensing of 231 new brokerage companies, marking a significant milestone in Dubai’s Emiratisation drive.

Comprehensive Training and Licensing

Participants in the Dubai Real Estate Broker Programme undergo comprehensive training in partnership with accredited academic institutions, such as the Innovation Experts Real Estate Institute, gaining specialized real estate knowledge and professional skills. Upon completion, they receive a ‘National Broker’ licence valid for three years, enabling them to operate within Dubai’s regulatory framework. This structured training ensures that Emirati brokers are well-prepared to navigate the complexities of the property market.

Strategic Partnerships and Incentives

To sustain and expand this success, the DLD is calling on real estate developers and brokers, particularly those who have not yet engaged with the program, to collaborate as partners. By presenting proposals and initiatives, these stakeholders can contribute to the program’s objectives and help create a robust ecosystem that supports the training and employment of UAE nationals. The DLD has already fostered strong partnerships, having organized over 10 stakeholder gatherings involving 71 strategic partners, including 26 real estate developers, 38 brokerage firms, and four training institutes.

In addition, the DLD is set to introduce a points-based incentive system to encourage brokerage firms to hire UAE nationals. Firms that employ Emirati citizens will receive points that enhance their ranking in the DLD’s evaluation, providing a tangible benefit for participating in the Emiratisation effort. The initiative also includes allocating a percentage of real estate projects to program participants, ensuring they gain practical experience and long-term career prospects.

The Dubai Real Estate Broker Programme is a key component of the Dubai Social Agenda 2033, which aims to enhance the quality of life for all residents and position Dubai as a global leader in various sectors, including real estate. By integrating Emirati talent into this vital industry, the program strengthens the national economy and fosters a sense of pride and ownership among UAE citizens.
