Mussabeh Rashid Al Fattan grew up during a time when the UAE was beginning to take shape. In 1971, the year the country was founded, he graduated from the UAE Police Academy. That early training gave him more than a title it gave him discipline, structure, and the confidence to lead. He joined public service soon after and rose through the ranks, eventually earning the title of Lieutenant General. A Trusted Name in Government

Al Fattan holds an important role as Director in the Executive Office of the Ruler of Dubai. In this position, he works on key initiatives that guide the city’s growth. This office plays a central role in planning, development, and ensuring that major projects move forward smoothly. His long service and experience give weight to his voice in decision-making circles, especially on matters tied to security and development.

Building a Real Estate Legacy

While he worked in government, Al Fattan also shaped one of Dubai’s most respected development companies. As founder and current Chairman of Al Fattan Properties, he has overseen projects that changed the face of the city’s waterfront. One of the clearest examples of this vision is the Al Fattan Marine Towers in Dubai Marina. This 53-storey development, designed by Norr Consultants, became a defining feature of the Marina’s skyline when it opened. With more than 200 residential units and its location steps away from the sea, it captured what Dubai wanted to offer the world: luxury, modernity, and a high standard of living.

A Bold Step onto Palm Jumeirah

The company’s next major move took place on one of Dubai’s most famous landmarks. The Jumeirah Al Fattan Palm Resort was planned as a high-end resort and villa destination on The Palm Jumeirah. The project was designed to bring together beachfront living and world-class hospitality. Jumeirah Group was chosen to manage the resort, a sign of how closely Al Fattan Properties works with leading names in the sector.

This focus on partnerships has been a defining part of the company’s strategy. Instead of simply putting up buildings, the firm develops projects that become part of the city’s identity. Over the years, Al Fattan Properties has launched residential, commercial, and hospitality developments across key parts of Dubai. Each new project has added to the city’s growing reputation as a global center of real estate and tourism.

Al Fattan’s leadership is not limited to construction and property. He also serves as Vice Chairman of Noor Investment Group. This role connects him directly with Dubai’s financial sector.
